Create the plugin skeleton so the gateway picks it up.

Scope:

plugin.yaml manifest: kind: platform, name anthropic_api, provides platform adapter.
__init__.py registers a PlatformEntry via gateway.platform_registry.platform_registry.register(...).
adapter.py with AnthropicAPIServer(BasePlatformAdapter) subclass.
pyproject.toml for the standalone-plugin repo layout (per AGENTS.md rule: third-party products ship as standalone plugin repos, NOT bundled under plugins/).
README with install + enable steps.
hermes plugins enable anthropic_api smoke test passes.

Reference: gateway/platforms/api_server.py::APIServerAdapter for the full surface this plugin must mirror, and gateway/platform_registry.py::PlatformEntry for the registration contract.
